I figure the main reason is its geography. Like Europe as a whole it has plenty of coastline but also a continental interior, it has (or shares at its borders) high mountains and also part of the great North European Plain. It has the Mediterranean climate in the south and the temperate west-coast-maritime climate in the N and W.

Perhaps nowadays cultural diversity is also part of it, France has a large N African (mostly Muslim) population and a small black African population from its former colonies plus some Vietnamese.

Culturally, historically anyway, the music and literature and ideas from France have tended to spread through Europe.
