Child Labor Laws mean actual teenagers have to follow a lot of rules about hours worked, school, sexual stuff, etc.

Plus they are just immature.

ah I think sometimes highschool kids actual ones don;t look there age my sis dosen't look 16 at all. So some of the actors in there 20 look younger like that girl who plays Rory in the Gillmore girls she is older than the age of the character and in the show 18 rules for dating my teenage daughter Kerry is really 25 and older than her tv older sister,

It's because they look youthful and might not be able to get good, adult roles.

Case in point, Rachel McAdams. I had NO idea that she was in her 20's when she was in Mean Girls and that role practically put her on the map.
