it is using wireless signals to send information to say, a cell phone from a wireless headset, or internet to a laptop all wirelessly and it is also used in wireless controllers for game consoles

Blue tooth is nothing more than a wireless standard much like wifi. Your palm is probibly up to date as far as compatibity is concerned so what you might need in order to connect it to your computer is a blue tooth adaptor for your computer. They cost about $20 and depending on the software that comes with it there can be quite a few ways for it to connect.

Simply put, if two devices are bluetooth enabled then they can communicate with each other. They will automatically find each other.
