If you have never seen a dove protect it own... To be as harmless as a dove is to say that a dove never initiates violence. It remains at peace so long as it is not under siege. I am a liberal, but I have to say truthfully, that if NK threatened Japan with nuclear weaponry, we would respond with like...we have about 2500 nukes... and even with conventional weaponry--Nk is the size of what, Vermont? They wouldn't be hard to annihilate . I highly doubt it will come to that, but we do have the muscle to make it happen without any troop involvement whatsoever...Though we do have about 10 bases total in SK, that are ready for whatever is thrown at them.
P.S. small tactical nuclear weaponry could be used which is much easier to contain, rather than the enormous strategic nuclear weaponry you might be thinking of.

We are already deployed in South Korea. Thousands of our troops look into North Korea every day and see the soldiers they may have to fight one day.
Rice is primarily referring to a nuclear attack in which we would respond with a nuclear attack on North Korea. Rice's reassurance to Japan is to encourage them not to build nuclear weapons of their own.
