they have less people so they need less food so they use less water to grow the food

Several reasons.

1. Canada doesn't have a hot, naturally dry Southwest in which they attempt to grow crops as well as supply the water needs of millions of people. Hot climates use more water to grow the same crop than in a cooler climate.
Water which could be used solely for crops in this area is siphoned off for human needs and wants, creating competition for water resources and demand for water to be brought in from the Midwest or mountainous states.


2. Canada's overall climate on average is less hot than the USA, reducing the demand for water. Crops grow faster and mature earlier, so they use less water in their lifespan.

Canada has less farming in a arid climate (like the plains states). Also the growing season is usually sorter(depending on the crop) than in the U.S. With the amount of people that the U.S. has it tries to maximize the yield of the crops that are planted

because canada has less farming and agriculture. also, because of the water and the snow that melts from the winter, the farmers don't need as much water.

Because they don't do as much agriculture. Or grow different products that don't require as much water.
