I sure hope that what you're planning to do is legal.
Place a self-addressed envelope that you wish to send inside another envelope. Then outside envelope should be addressed to the post master at whatever location in Chicago you wish the postage stamp to bare.
People do this with Santa Claus, IN.

Email the letter to someone in Chicago and Get them to mail it for you. I would suggest you visit a Chicago Chat room somewhere and make some friends that will do you a favor.

to do anything illegal through the mail, even a threatening letter is a felony and a federal crime.
now what was your question again?
only way is to mail it to someone in chicago inside another envelope and then have that person put it into the mail.

mail your letter with a stamp on it, inside another envelope. address the outer letter to someone in Chicago (a friend) and tell him to mail the inner envelope

put stamped envelop inside another envelop, address the otter envelop to your accomplice in Chicago and have him/her mail it there. Be careful to wipe finger prints off all the paper involved, and destroy your computer and printer wherever you New Jersey folk dump bodies.

There are remailing services, but you have to pay. And as mentioned above, tampering with the U.S. Mail in any way is very risky. The feds don't kid around.
