1. its a taxation thing== extra income ..
2. the environmental whackos think it takes a rocket scientist to be environmentally sensitive while servicing an a/c unit..

well they dont want the everyday person releasing the harmfull cfc's in to the air. they want to keep track of the freon the does damage to the ozone
