Is it the score that is needed to reach proficiency or is it the average rating of student performance per sub level.... Does anyone have any websites that offer support for 6th and 7th grade language arts teachers that need help reading scores?

It means the mean score of the students is proficient. Its not above or below the average level. Its in the middle.
