I'd advise aginst sticking screw in ring straight into joists as the forces can be surprisingly high. Get a steel plate made up with the hanging ring/hook welded to it and drilled so you can spread the loads over at least three joists. A good solid sheet of wood would work too, the main thing is to spread the load as much as posible. If you have access to the floor above drill through the cieling and bolt right through.

First you Have to go to the hardware store and get a couple 3 inch EYE BOLTS then you have to locate a ceiling joist in the general area you want to hang it pre-drill a hole about half the diameter of the bolt then screw it in and clip the bag to it. you can buy extra chain length and screw gate chain links at the hardware store also that will allow you to put at any height you would like it. Good luck

you need a very strong iron or steel hook that is embedded in the ceiling
and this means some kind of expert to fix it for you
your apartment may fall down
it is easier if you got a garage that has metal beams overhead
so ha ha
your ceiling may indeed end up on the floor.
