It's about a sex position. The true "London Bridge" occurs when two girls are being done doggy style, facing each other and making out while the two lucky men high five over them.

I'm right there with everyone else, I don't have a clue what it's about, but you know her career is getting bad when she starts singing about the London Bridge..

heres all the information
Song information
It was produced by Polow Da Don (who produced The Pussycat Dolls's "Buttons") with lyrics by Sean Garrett, (who helped on the writing of Usher's "Yeah!"). Fergie describes the song as being "kind of like a punch in the face to let people know I'm coming out.. I've been getting way too into myself nowadays and I just wanna have fun with as many men as I can possible." The song is a club track that only lightly touches on personal lyrics about fame and celebrity ("It's like every time I get up on the dude/Paparazzi put my business in the news"). According to Fergie herself, the song refers to a sex act whereby two women and two men form a bridge-like shape during intercourse

I spent a long time trying to figure out the actual meaning, and at last i can stop....im going to tell you the real meaning, although i swear it sound like a lie...she was on a radio station near my house a few weeks ago and callers could call in and ask questions and that was one of them...it is actually about two men and two women having sex, yes an orgy...she said she has never been in one though...so anyway it is a position used in an orgy
actually right after i posted this i had to go back and add this...the post above mine also confirms it...

it's a veiled reference to oral sex... "Going down"
this is obvious based on what she's doing in the video
check out these attempts to define "london bridge" based on Fergie's song, if nothing else they are very funny!
