Flaring the beard is the way that chameleons display dominance and scare away predators. Since chameleons aren't usually aggressive towards people, it's not really necessary to make him see you dominant, though it's important with other reptiles that may try to (intentionally or not) hurt their owners in a dominance fight.

Does he bob his head also? He's saying, "Go away!" Try waving your hand in circles to him, see if he relaxes.
