I want to be able to hang clothes out even if it's raining and the cover stops them getting wet or bleached from the sun

it does take a special tool to crimp those aluminum sleeves. some people just smash them with a hammer, but the way you describe it you don't have a hard surface to lay it on (sounds like it's up in the air) to hit it hard enough to smash it. you could just buy some wire rope clams at Lowe's or Home Depot - no special tool needed to tighten them up other than a ratchet and socket or a nut driver.

I dont know for sure but couldnt you just tie a string above the clothes lin and then put a trap over it. and stake the four corners of the tarp out like an A-Frame tent.
