You mean like knickers? The pants that fasten below the knee?
You can find a "George Washington" type costume at a costume shop, depending on where you live. A real costume shop will have adult and child versions. I found my son one here in Austin, Texas, so he could play an 18th century frenchman in a skit about the inventor of the hot air balloon. Good ol' George W. worked just fine.

i didn't know boys wore shorts in the thirties, you told you that. they wore undershorts. but shorts for boys in the 30's, i don't think so.
