An in-line microphone looks like a headset (for listening), but has also a small microphone built-into the wire near where your mouth is supposed to be (when you wear the headset).

Yes there is Chat functionality in all versions of Portal. In Xbox go to Party Chat with your friend, on PS3 just be in the same game, and for PC just use Skype. Of course you still need to buy a mic.
