This is a normal part of thier earth's yearly cycle. As the earth does get closer to the sun, the earth (the northern hemisphere) is pointed away from the sun. This angle is so great, that the intensity of the sun cannot be focus as it were in the summer.

Plus You said you like in Southern Cali, somewhere below Fresno, which has mountains, you don't get much rain, as oppose to other locations, but you are on the downward side of the mountian, where air is cooled at the mountain top, and travels downward, plus you aren't practically at sea level so the air won't warm as much as it would if you were at sea level. The air that comes to you will be mostly dry, thank your stars it wouldn't be humid, becuase if the mountains are tall enought, all the humidity would be knocked out a mass of air, on the leeward side (facing the pacific). Humidity will definately add to the chill factor.

Eventually when the temperature goes around 35oF or 0oC, at all levels of the atmosphere (the atmospheric layer is a profile of the atmosphere above ones head, typically containing the troposphere because that is where all weather occurs at), you can see snow. Another great indication is looking at 850mb maps, they measure the temperature of the first 1km or so above the surface of the earth, and other factors, and they are perty well estimates of what the surface temps are.

wind blows heat off of you because cold can't travel and only heat can. same goes for ice and water . water gives off heat that melts the ice and gives heat back to the water.
