MY brother is 10, and he is very feminine, he constantly uses my cherry lip balm, and has been caught a few times by my mom using my nail polish, and he switches when he walks like a woman and hes a total mama's boy

He is only 10. cut him some slack. If using lip balm means you are gay, then my 4 year old grandson must be gay, I give him some all the time.

he has being around women too long, put him in a all men area for a few days and await the result( well kids that age may be a little confused about their gender, i seen it before, but try to let him play some sports like basketball or something and keep him off from your stuff)

Probably. He should have a session or two with a child psychologist or a male Christian pastor to be taught age appropriate sexual information. He needs a strong male father figure who is quite active in his daily life so that he learns appropriate male behavior.
