I'm trying to establish a blog site (to make a little $ from advertizing and thus am doing research on pay sites, historical and genealogical), find a better job, and mess around with Yahoo! Answers from time to time. I couldn't log into my ISP, and when I called them they asked "Are you leaving the connection on when you're not around?" "We're showing a larger amount of use than in the past." (Hey, ain't leisure one of the kicks in the head of UNEMPLOYMENT! Duh!!!!) So, what they were saying was basically pay for something, but don't use it! So to get me to call, they monkeyed with my password so I couldn't connect! Sounds illegal as heck, and just bad business practice.

Can't say that I've seen what you described but my ISP has been known to "trottle" high use accounts in order to make contact with the customer for an increased package. For example, you pay $40/mo. for a T-1 line but all of a sudden you're working at like 56k speed. When you call to complain they explain that they were forced to throttle your account because your bandwidth was taking speed from other customers and now you have to pay $50/mo. to get your bandwidth back. Common "upsale".

Yeah, that sucks! And it has happened to me before. My previous ISP didn't let me surf the net unlimited..but they also failed to state that when I was signing up. So..I switched. I am not with Bell South..and they are the best! I don't know where you live or if Bell South is available to you...but they offer unlimited surfing!
