next time you see someone on the side of the road, you will want to movie at least half way into the other lane to pass them, which would require you look to the other lane and see if there is a bus there, thus negating the situation. if they did get your plate number you'll get a ticket in the mail, i blew past a bus who's stop sign was out on a 4 lane road(it was far left(from my perspective) and i was far right so 2 whole lanes in between(in the afternoon so the bus was unloading) and they honked at me, i didn't get a ticket) you might be fine, if not fight it and explain yourself, they might let it go or something minor
