it is a hardware tool, search for an ATX Power supply tester. It will tell you which pin is bad, and how many. Green is good, red is dead.

Your best bet is to take the power supply into a computer outlet store that deals with nothing but computers and they should have a tester to test your power supply. It's either going to be bad or not...no in between. I recently took one out of an older computer I was going to rebuild for somebody and took it to Tiger Direct...an outlet store in my area... and they hooked it up and told me it was bad. I then bought a new one and power was restored to the computer (http://www.tigerdirect.com). I don't know if Best Buy or stores like that will be able to do it, but all you have to do is call around.

Smack is right. What do you care about electric fluctuations? Just switch out the power supply and see if the problem goes away.
