what i mean is do you think some one should have another person look for them everywhere? or that one person should wait for another over 2 hours then the other one tells them oh i'm not coming :'(?

Absolutely - it is extremely rude. Very bad manners. Very immature. Very selfish.

If someone is unable to make an appointment, the waiting party should be notified ... even if someone else has to be asked to make the call. (Emergencies would be the only civilized exception.)

If a person genuinely forgot an appointment, the proper thing to do would be call the forgotten party as soon as possible, apologize and try to reschedule.

If you are the forgotten one, do not take their behavior to heart ... it has nothing to do with you and everything to do with their lousy upbringing.
