Just try the jiggling bit and if that wont work, try taking the cistern lid off and moving the mechanism inside as it could be jammed.

Okay this might sound a little gross but sounds like your flapper inside your tank hasn't dropped back down.
Just lift off the tank lid and see if this round black
rubber looking thing is sitting down or is in the 'up'
position. Could be your chain has slipped of the bar
connected to the handle. If the flapper is still up just
push it back down. If chain is lying on the bottom of the tank just find the end of the chain and attached it back
on the bar behind the handle. Water will feel cool but
it won't be gross. I promise you. Just wash your hands
afterward. This should stop the toilet from running.

You have one of two problems: either the "flapper" (the stopper-like device at the bottom of the tank) is not seating securely, or the water level is too high causing and endless cycle of overflow, tank filling, overflow, tank filling. Go to Home Depot etc and ask clerk for a stopper, replace per package instructions. If that doesn't fix, adjust the water level...different ways depending upon the type tank valve. While you are at HD ask a clerk to show you how.

Nothing in the tank will harm you.

open the tank, There should be a large black ball on a thin metal bar. Carefully bend the bar about a half inch or so so that the ball is lower in the water.
also make sure the flapper has a good seal at the bottom. you might try putting a thin layer of vasoline on the bottom of the flapper to make is seal better.

Take away its sneakers!

Open the cover from the tank and see if something is stuck. There is a screw on the float which may need to be adjusted.
If you can't make anything else work, turn off the water supply. There is a shutoff valve behind and underneath the toilet.

Hi
If you lift the back lid off of the toilet. Look into the back. Follow the leaver At the end of the leaver it should have a chain attacted to it. At the bottom of the chain there should be a flap if the flap is up push it back down.

jiggling the handle is not going to do anything but waste your time. your seal is probably broken in the tank. if you take the lid off, and look in the bottom you can see a rubber piece about the size of a jar lid. if it is fitted properly then it has a slice in it and needs to be replaced. they are easy to fix. you can buy one at your local hardware store. they just hinge into place. its normal maintance no biggie.

Try to softly jiggle the handle back and forth. Don't do it too hard that it flushes are the running will increase. Good luck, hope this helps.

cut its legs off or take off the back lit flush it. and see if anything is blocking the flip over the hole on the bottom from closing all the way... if not there is a thing that cames up with the water; older ones its a ball at the end of a skinny bar. it is getting to the top but is not shutting the water off lower it you just have to play to see how to lower it with the older ball and bar kind just bent bar a little towards water or bottom of the tank more

lift the lid off of the water closet. the big round float usually black white or yellow plastic . It's on the end of a long metal rod with threads. you turn it acouple of turns inward (towards the handle end) tha makes the plug at the bottom of the tank sit tighter.
