I used to be that way. In my case, it was because I was afraid of making the wrong decision and being responsible for my decision. I was also afraid of messing up real bad. It seems so much easier when someone else is making the decision for me. That could be your problem OR you just never really had to make decisions for yourself until now.
As for the second thing, there is no such thing as 100% sure. Believe me, I know. I used to bellyache over my choice at the video game store, and AFTER I bought a game, driving home, I'd wonder whether the other game would have been better until I actually played it.
As to the third, sure there is such a thing but that comes with experience and gaining confidence and even then, you might turn out wrong.
So what's the point? Make decisions anyway because from them, you learn to make better ones. If you don't start, you'll never be on your way to getting anything going. It's okay to mess things up as long as you pick yourself up and move on.
And naturally, be prepared to live with your decisions. The video game problem I had showed me something. I realized that once I bought a game, I might as well enjoy it no matter how crappy it turned out. And some of them were LOTS of fun. So either way, crappy or cool, I got my money's worth.

Some decisions need to be made quickly and others need time - if you have problems making a fast decision, maybe you just feel you need more time. Making decisions means getting over perfectionistic tendencies and taking risks, and you might be risk averse. There's nothing wrong with being risk averse, as long as it doesn't really hurt your life.
If a decision has really important consequences, you might want to spend as much time as possible considering it. If the consequences are pretty minor, your speed in making a decision should be much faster.
Decisions involving lots of complicated factors increase uncertainty and make it unlikely you'll be 100% sure. Simple decisions involving few or simple factors might produce 100% certainty with the choice you make. You do need to be able to live with some uncertainty and risk with many decisions, especially the important ones. Being 80% confident on an important and complicated decision might be OK, but 50% might be gambling.
A counselor might help you, or just try to gain more experience with decision-making over time, it does get easier as you make riskier and more interesting choices and gain experience. : )

Procrastination is a sign of anxiety. You may have been raised to be a perfectionist, had a strict childhood, or dominating parents. Your religious background may have been oppressive. All of these factors are possible sources for anxiety over decision-making. You need to deal with these internalized issues because a functioning adult needs to be able to make choices with a sense of confidence. There is never a 100% guarantee. That is just part of the fun of life. :)

I think in difficult decision everyone will get nerve cause they afraid it's will have bad impact. every dicision is not sure of course. except if it's in the exam, all answer have to be sure..
So, just take the decision which you think is the best or you feel it's the best we can do now.

i dont think theres ever a time youre 100% sure. you gotta be more sure than not sure to be able to m ake a decision. well you probably think ahead, thats probably a good quality. you might have stopped yourself from making some huge mistakes by thinking them out.
