Slope of given side = (3-9)/(-4-4) = -6/-8 = 3/4

Slope of adjacent side = -4/3 (perpendicular)

Using point-slope formula:

y + 8 = (-4/3)(x-3)

y + 8 = (-4/3)x+4

y = (-4/3)x - 4 is your answer in slope-intercept form.
