First, deal with the whole thing raised to the 2nd power:

9m^4 * n^-4
= ---------------
n^6

= 9m^4
---------
n^6 * n^4

= 9m^4
----------
n^10

(3m^2 * n^(-2)/n^3)^2
9m^4 *n^-4 *n^(-6)
9m^4 *n^(-10) or
9m^4/n^10
