I do not know how to rewrite the equation so that y is a function of x

Please explain in detail

Assuming you mean rewrite in y=mx+b form
9-y=1.5x
First, get y to the right side so it can be positive
9 = 1.5x + y
Now, get the 1.5 x value to the left side
9-1.5x = y
This can be rewritten as
y = -1.5 x +9

add -9 to both sides: -y = 1.5x - 9
multiply by -1: y = -1.5x + 9
