This is already in slope/intercept form (y = mx + b). The slope is 2/3 and the y-intercept (since there is no number at the end) is 0.

So put a dot at the origin (0 in the y-axis). From there count up 2 and over 3, and make another point. Your line connects those two points.

Do you mean (2/3) * x or 2 / (3x) ? The first is a line through the origin and passing through the point x=1, y=2/3. The second is pair of hyperbolas, one in quadrant I (x>0) and another in quandrant II (x<0).
