no they don't but at the same time they don't have to provide them access either. there is no reason to share with people who chose to be are enemies.let them develop there own ways to get there.all they really have to do is go to a library and look up old us rocket design and up date them.

The United states want the Monopoly in the space but that is very difficult to achieve.Russian technology is at par with them plus China,japan India and Europe are other players.It is possible if they make a permanent base on the Moon.ISS is jointly owned and made by US and Russia and others.

US are having numerous classified projects in space. If ever they thinks that other countries will jeopardize those things, there are diplomatic solutions to follow to resolve the issue. But remember, no one owns the outer space.

There's a lot of outer space up there, I can see no reason to worry about that. Inner space is another matter: orbiting satellites can spy, be used as weapons platforms...
