O.K. If I correctly followed your instructions, the fourth cartoon in the first row showed the leader of North Korea, Kim on a pair of nuclear warhead "stilts" he has just taken out a a box. The caption says "Kim walking tall..."
It's a reference to the fact that North Korea now has a nuclear bomb which the country tested last week or so, and can now join the "big boys" like the United States, Great Britain, Russia which all have nuclear weapons. It's a double dig because Kim is also a small man in stature.
