It comes from a technique, used by film extras, who had to appear talking, but coulnt actually make noise,as the sound, recording the main actors, in the foreground, would pick it up.
(even on corrie, now, the extras in the rovers, dont actually speak, audiably). To get the lips look like they are talking, randomly, you just mouth, rhubarb, over and over.
