No. Comcast provides your service, and they charge for that.

Yahoo! has websites that are paid for by ads, and people can get id's with passwords on these websites, but Yahoo! doesn't charge for the services you get at their websites.

Yahoo is free and always has been. Comcast is your Internet Service Provider and you pay them for that. You may also have several addresses at Comcast "for free"; they are included in the price of your ISP connection service.
