How about an 80's style Madonna?
Circa "Lucky Star".
My daughter did that 2 yrs ago and it was a big hit, as well as something I was quite familiar with, making it easy for me to put together in the thrift stores.

what is she into? Generally hobbies and other interests can be used in selecting a costume. If she is a painter, she can go as a painting or a painter.
