I clipped my stud this past weekend and I noticed, on his face only, what looked to be scales of skin coming off. I assume this is dandruff and I'm not sure how to get rid of it.

It could be a sun burn if the skin on his pace is pink. It happened to friend of mine who had an appy with pink skin, she needed to put sunblock on the face every time the horse went out. If it is dandruff, medicated shampoo, or maybe an oatmeal shampoo.
