do format 1 and format 2 matter on computers?

You can play any PC game depending on your PC. You can`t play game made for Mac PC on a Window PC. My answe is yes you play any game on any country. As long as they are the same format.

Your greatest concern should be the operating system. Some games made from other OS will not run on incompatible OS. For example a game from MAC won't run on Windows.
Assuming that the games is compatible with your PC, the game will run but you won't be able to understand the words nor spoken language in the game unless the game has the option to modify the language.

yeah. you can play games from dif. countries but it might be a bit hard to understand a different language. If you have a certain computer it can translate for you. But yes you can.
