I've been there twice, each time without pre-booking accomodation. It can be a hassle finding a decent place with a vacancy, but it's never been a problem and you can sometimes get a better deal in person. If you want to save money, and don't mind a hostel with a little grime, I'd suggest Hostel Dlouhá, they've got a nice breakfast and are in a good location, close to the Charles Bridge. If you feel like splurging a bit, check out Apart-Karee by the art museum, when my friends and I went, the place was underbooked so we got a discount, it was only 30 USD each per night for our own apartment.

I would not advise you to do that...
I was in Prague about a year ago, and because it was a kind of backpacking trip, we didn't book anything anywhere.
So we arrived in Prague in the early morning ( because we had taken the night train from Krakow) and we only settled after lunch time, because we literally run all the city looking for a hostel to stay!
Some were booked, others were really expensive (by the end of the morning we were probably looking like we were desperate, so they charged whatever they wanted), and others were in "weird" places, and the turism offices we went didn't help us at all...
But we ended in a good one, with a great location, in the main avenue between Venceslas Square and the National Museum, and there some hotels there too.
Maybe the booking situation in hotels is different, i don't know, but this is my experience...
But from that trip on, i always book in advance, especially if I'm going to stay more than 1 night!
Have a nive trip, Prague is a beautiful place to visit!

Prague is safe, there is plenty of tourists (mostly from Germany, England, USA, Italy, Spain and Japan) and you can try that.
Maybe you wont find accommodation in downtown (or you will, but expect about 100 usd a night or more, unless its hostel - 20 usd should be more then enough), but you may find it out of the center, you know try the Andel - Smichov area. Its 10 minutes from the center and its cheaper, less busy etc..
