Do you mean global address in the context of "internet"? If so,
address types have destination scopes: global, site-local and link-local. Ones with a link-local destination must stay on the link where they have been generated.
Ones which have global address have unlimited scope on the internet and can be accessed anywhere in the world - hence, the name "global".
Hope this is what you meant by global address.

"I never told you about that letter Jane Crofut got from her minister when she was sick. He wrote Jane a letter and on the envelope the address was like this: It said, Jane Crofut, the Crofut Farm, Grover’s Corners; Sutton County; New Hampshire; United States of America; continent of North America; Western Hemisphere; the Earth; the Solar System; The Universe; the mind of God - that’s what it said on the envelope. And the postman brought it just the same." Thornton Wilder - 'Our Town'

we don't have one! i think we need traffic to have address.
right now there are just places eventually (if we survive long enough) there may be other life to traffic with & then we'll have locations & addresses, we're just a planet in a galaxy & a universe we've yet to fully understand...
