Motorola phones will have a Motomixer that lets you remix one of the ringtones that comes with your phone but most carriers ask the manufactuer to not allow the capability to make your own so they can sell their own but there are ways around it.

Used to be you could go to walmart.com and take one of the 30 second samples in their music section and copy paste the link to the sound file and send it to your phone as a text message and tada free ringtone! They changed the file format so now it most likely won't work.

Using the free OperaMini browser i downloaded some free ringtones off some websites using basically the same trick just without having to e-mail it (i did a direct download) but they will take up space on the phone fast.

See if you can find a handset with Symbian software (high end Nokias). You should be able to get software to do it with.
