Poeple have the natural tendency to raise their voice without realizing how loud they really are when they are hard of hearing or have a weak signal and can hardly hear the person on the other end. There are also idiots who just like to broadcast their conversation to everyone in shouting distance, especially in restaurants. These idiots for the most part are suffering from low self esteem and/or Dain BRammage from drugs.

I don't completely understand the nature of your question.* If the person shouting is upset, there could be any number of things causing him to shout; e.g.: He has some sort of disorder and cannot help his reaction, he is experiencing personal setbacks (or simply is having a bad day), he has little self-control, or he may have become overly excited about whatever he is talking about and is unaware of how he is coming across etc, etc. Or, it may be simply that the shouter cannot hear the other person on the phone very well and incorrectly assumes he too is coming across too quietly (or it is a subconscious way of letting the other person know he/she needs to turn his/her volume up or speak louder) thus the he feels the need to shout.

* To be easier read and understood, I‘ve used ‘He’, as I cannot think of a gender-neutral way of speaking, and he/she throughout the entire paragraph tends to become tedious for the reader. Sorry if it becomes a bit confusing.

I think sometimes people shout because cell phone service can be so unreliable. You never know if the other person is getting everything you're saying or not, and half the time they're cutting in and out and you can't make out what they're saying. The natural human instinct is to speak more loudly. But you know what I hate? Those damn speaker phones, or 2-way walkie cells, or whatever they are called! Those bug the crap out of me. They are so loud and annoying, and why the hell would you want your conversation on display for everyone to hear? Who the hell wants to hear it, anyway???

We have to shout at my grandfather on the phone because he's nearly deaf.

We have to shout at my future father-in-law ALL THE TIME because he used to be a carpenter and is nearly deaf.

We have to shout at my dad when he's watching TV because he gets engrossed in his movies and tunes out the rest of the world.

My mom yells when she calls people on her cell phone, because she had a really crappy one, and she just got a new one, and she isn't used to us being able to hear her yet.

On a cell phone I am guilty of this. It seems like if I can't hear them and/or there is interference, for some reason I seem to react by shouting - like that is going to help...
