Let them go. In the end they won't learn anything, but you will work hard to equal or better their cheated score. And all teachers can spot cheating anyway. You can tell if someone dosent know the material by how they respond to pointed questions.

If you bring attention to it then be prepared to support your accusation.
If you see it happening more than once, report it.

report it is the right thing to do, but if you do be prepared for a lot of grief as whistle blowers are picked on and bullied.
