Shimmery browns to bring out the green and a copper would be fierce. Highlight your brow bone with a gold shimmery eyeshadow and do the same to the inner corners of your eyes. Black mascara, since you have black hair. And little to no eyeliner. But black if you use it, or brown which is less harsher. However, since you're tan, I think that wouldn't be a problem.

To make your eyes really prominent, use the blackest eyeliner you can find. Go for a pricier one, they contain better pigment. Line both upper and lower lids. For night makeup, in addition to the liner, take the darkest eye shadow you are using that night, and line both lids with it. You can put a little highlighter at the inner corners of yours eyes. Don't forget to blend everything well. Also, use a black mascara that will voluminize and curl your eyelashes, to give you that big, open eyed look. Don't ignore your eyebrows. Define them properly. Apply highlighter on the brow bone. That will make your eyes pop.

a nice soft purple will really bring out your eyes. What I have found that works great is to take the pencil and dab just underneath the lower lash line with the tip.then on the top lashline, just at the end of your eye(farthest from your nose!) line it with the eyeliner a few centameters away from the corner and draw it to the corner. Then bring it up a LITTLE bit to give a little cat-eyed look and make your eyes look bigger.

With the black hair you have, your eyes should already pop out. A thin layer of black eyeliner works well.

Browns and beiges would look good with green eyes and tan skin. Maybe some bronzes.

If you're a boy, you're probably prettier without any eye makeup.
By the way, I hope I'm not standing near you when your eyes pop out.
