It is not so much the free kill that would keep everyone behaving. It would only be effective if the miscreant, somohow, KNEW that the othe peson was CAPEABLE carrying it out. A bully, going around picking on smaller people may feel little to fear.
How about I modify your question a bit. Would people get along better if every adult were REQUIRED to walk around armed?
Writer, Robert Heinlein wrote that " An armed society is a polite society."
I don't imagine any scenario where people go around challenging strangers to a gun fight. Any such hot head would be gunned down from all sides. I'll bet the society would be more like one in which people would say "please," "excuse me," and "thank you."

But heck only 1 free kill. There are quite a few that I used to want to get rid of. I guess I'll just have to stay away from them and try not to make ANYONE pissed off.
