Say Best Buy has a laptop for $1200. If I go in there with $1100 in hand and ask if they would sell it to me, would they?

As a general rule, no. The pricing is set by a corporate office and the local management has nothing to do with it. However, on occasion, you can talk yourself into a discount if the item you are wanting to purchase is a "floor model" or a "demonstration model". But you have to be weary because these are the products that everyone has beat on and abused for the last several days, weeks and months while it set on the shelf trying to sell its brothers and sisters. However, to make that work, the store has to be upgrading their "floor models" and then they are usually discounted already because of the use/abuse issues.

Probably not. The prices are set by the corporate offices and the local employees don't have the authority to change prices. You MIGHT be able to get a price reduction from a manager, but any random teenager working the floor can't do anything for you.
