What an odd homework question. Ok, well, since fiction books can't all have the same subject, because they are made up, they have to be arranged by author. Non-fiction books are arranged by author because they are NON FICTION. Not made up. Can be same subjects.

Oh, and people usually use nonfiction books for research, so it's easier to find all the info you can about that one particular subject.

Actually the fiction books are listed in the 800 area of the Dewey Decimal system but to make it easier to find the are usually in a different spot than the nonfiction.

And no not all libraries use the Library of Congress system some use the Dewey Decimal system.

because it is easer to find info on one subject when non fiction books are together by subject, fiction books because you might like other books by the same author

Because your library is WEIRD. Most libraries now use the Library of Congress (LC) system.
