It's not a simple answer....
Tide and Cheer are identical formulations except that Cheer is designed for cold water. I got this info from the manufacturer.
I use mostly powders because they have less sudsing agents and don't build up in your clothes. You just have to make sure you dissolve it in the water before you add your clothing. Any newer machine with or without an agitator works better with powders.
Do an experiment if you usually use liquid detergent.... Wash the same load of towels five times without any detergent. You'll still have suds, even on the last rinse of the 5th wash! If you use fabric softener you won't but it's because the softener kills suds.
The biggest mistake most people make is to use fabric softener on items that should be absorbent, like towels. Fabric softener leaves a waxy residue and cuts the absorbency. Never use it on towels.
My choices are as follows... Tide powder for lighter colored perma-press and whites. If Cheer is on sale cheap I'll sometimes use that instead. For darks, rugs, rags and anything else that doesn't matter I use whatever I can find at the lowest cost per load. That doesn't mean lowest price per bottle or box. You've got to read the package to determine how many loads per package.

I use Tide (Powder, Mountain Spring) for Hot & Warm water washes because it retains a fresh smell and I soften towels with Downy Fabric Softener. But, I use Cheer for Cold water washes, because it does a better job then the powder. After years of trying just about everything, I stuck w/the same system my Mom and Grandmother used. TIDE Powder & CHEER Liquid.
Gain has a lot of good smell, but doesn't "cut the mustard" !

Gain- because I love the way the Joyful Expressions scent smells!! Plus, my hubby is allergic to Tide....we've never tried Cheer. Although, here lately I've been using those All Small and Mighty bottles (our Wal-Mart has been running a special where you get a 32 load bottle for $2).

I use powdered Tide for my towels, and liquid Gain for my regular clothes because it is a liquid and doesn't leave undissolved soap crystals between folds in the clothes. Powdered soap always dissolves in towel loads because there are no add-ons, folds, etc. Gain smells great, too. I never tried Cheer, but I'm sure it's a good product. Bounce unscented works well. Can't stand the smelly types, though. Bad for allergies. In a pinch, I've used liquid Palmolive or Sunlight DISH soap for laundry, the kind without the hand softeners or other add-ons, and they worked great.

I chose Tide cause my husbands clothes get greasy and really dirty from work and puttering around the house and under cars on his days off. I enjoy the scents of Tide though, like the simple pleasures line.

For overall the best cleaning and keeping your clothes new, Tide (but it's the most expensive). It has the all best ingredients of any detergent on the market. But for most everyday clothes without stains, Tide is overkill.
For general cleaning and good scent, Gain.
For general cleaning and color protection, Cheer. It has special ingredients for color protection.

From the three offered, I would choose the one on sale. But they are all good, although I probably have used Tide more than anything.
