If you are in the Guard and you want to be assigned to the Mexican boarder, all you have to do is ask your commander.
From what I understand of this deployment, units along the border are being tasked but I am absolutely sure that there are those individuals that are not into this particular deployment that would be happy to give their spot to you. If you commander is no help check with other guard resources and look into swap programs.
You may consider transferring to Arizona, New Mexico, Texas or California. That could help your chances.
