I think a lot of it has to do with the fact that with rubgy, whilst being a damn rough sport, the referee has total control and the respect of the players. Only the captain is allowed to approach the referee and ask why a decision was made.
Football players have no respect whatsoever for the referee, and it is just short of organised chaos, and a free-for-all go at the ref if they don't agree with the decision.
Until football gets control and respect ON the pitch, they havn't a cat in hell's chance of getting it amonst the fans.

because how often do you hear of riots at rugby games? they even allow alcohol consumption at rugby games because the fans are well behaved: they're just as passionate, but not stupid and channel their passion in other ways. football fans have a tendancy to go over the top: sit amongst the wrong fans, and they'll give you a proper bashing. so, rival rugby supporters can be trusted to sit together, because there's never been any trouble, whereas in football, there's trouble quite often (or there certainly used to be)

i love to see my team win and am bitterly dissapointed when they lose but unlike football fans i dont want to kick the head in of the other teams supporters i say well done and we will have a drink together and talk about the game and hope we stuff em next time its a game thats all i love rugby always have but i go to watch hope fully a cracking game and a win for my team if not then next time maybe if i want to fight well ill play instead not any more mind but did once but even then you would wind up your opposite number maybe exchange a few nocks but still buy each other a drink after the game and forget all about fighting
before thats what rugby is all about

Football fans are led to believe by their peers that it is unacceptable to be fair-minded and to enjoy the game for what it is, whereas rugby fans (of both codes) usually have the faculties to be able to appreciate the sport they are watching as well as supporting on side or the other.

There is a psychology theory that states that rugby fans witness aggression on the pitch and therefore don't feel confrontational as their tension is released watching other people 'fight'. Whereas football is less contact and frustrating as aggression is not always released, in turn football fans are unable to release tension and take it out on each other!
Only a theory.....

Well I agree with most of the comments here. All I would add is that Rugby supporters are more interested in what is going on on the pitch rather than taunting the opposition supporters. 'Ivan B's' comment/attitude really sums it all up nicely when trying to understand the difference in attitude of the supporters of both games. Well done Ivan, really shot yourself in the foot there.

because football is played and watched by thugs and rugby is a ruffer game but the fans respect each other and that is what we are missng in football i think that clubs should get points deducted for fights etc. RUGBY is more of a game than footi anyway

Rugby is played and watched by highly educated individuals pretending to be thugs while football is mostly played and dropouts and primarily watched by thugs and lager louts. What do you get when 22 men are chasing a leather?. Bull(ish) behaviour.

rugby fans appreciate good play no matter who produces it where as football fans are only interested in their own teams performance and have not the brains or wit to recognise that they are really watching a load of morons

Because rugby is a more upper class sport my dear, football is for the council class.
