Mexico
Aztec in origin. The native peoples were a highly developed society who occupied most of central and southern Mexico and Guatemala. They built huge cities with temples and pyramids around the same time the Egyptians were doing the same thing in Africa. In the 16th Century European explorers "discovered" this country and within 100 years were colonizing it and killing the native peoples. The primary influx was Spanish and French. They established cities and began to colonize the interior and the northern desert regions. By the seventeenth century they had moved up the pacific coast into what is now the southwestern United States. The Mexicans fought several wars for Independence just like the US. The first was against France and the Second against Spain. In the late 19th century they fought a war against the United states and ceded most of their Northern Territories to the US at the end of that war.
Mexico is not a well developed country and is mostly agricultural in makeup, despite having a huge amount of natural resources and a hard working people who populate it. The Mexican Government is notoriously unstable and has been the subject of many scandals as far as corruption and political greed. To this date most of Mexico remains undeveloped despite having one of the largest cities in the world.

Let's assure Mexico that we will take care of this crime here, then we can slap him on his hand with a wet washrag and make him pinky swear never to go to Mexico ever ever again. I bet that's one pinky swear he would keep. The government of Mexico gives people brochures with maps that show the least patrolled areas of the border, and gives hints on ways to cross illegally, so don't say anything about any spirit of cooperation.
