if i put waterproof eyeliner on and then a normal eyeliner on top will the eyeliner still last?

No, the top eyeliner that isn't waterproof will run if you come in contact with water and your eyes. While the other waterproof eyeliner will stay put.

The one you put on first should stay put. The second one should too. Unless you get your eyes wet...for obvious reasons. If it's a specific color your trying to acheive, chances are, if you look hard enough, you'll find the color you want. Or try using an eyeshadow for your eyeliner, you can get so many more colors.
