Was in a chat room, when the comment was made. Since then I've noticed more spam via messenger than before. There were no attachments to open up.

This has been a very much propagated virus. The message does look authentic with actual phone numbers and other contact information but it is very unlikely that it was sent by the NSA.
This said, I believe they have records of all data entering the US NET and more.

I've seen that one. I means you've received an email virus designed to get pedos to panic and run the virus installer. LOL
