Looking for a place that could easily accommodate a table of 15 people, festive atmosphere, not real expensive (but great food) and where we could be slightly noisy without bothering others.

Palomino, great food with reasonable prices, great view overlooking the bay bridge, and people who go there are casual, ive seen a lot of bday dinners there for 10+ people.

Palio has a private dining room for large parties. So does Kokkari, and I think the food and service at Kokkari are much better. If you like Chinese, the Far East Cafe in Chinatown is great food very reasonably priced with large group banquet facilities too. And don't forget to try MoMo's and Delancey Street in the SOMA, I've been to both places with semi-private space for large groups.

Thirsty Bear also has private rooms upstairs that accomodate all different sized parties. It's a bit more casual (brewpub) and less pricey than the places above. Not sure if you can get a sit-down dinner, but they have terrific tapas substantial enough to make a meal out of.
