yes i think you can use a skateboard in most of those places

Commonsense suggests "recreational". (Are you a town planning student?) Skateboards are used for recreation, would you say? And a skateboard park is concrete, right? So would you call it "open space" in the planning sense just because it's not built on above ground level? If somebody applied to turn a skateboard park into a shopping mall, would you consider it a change of use? Would you think the neighbours would? Now do you see why it isn't "commercial" to a town planner even if it is commercial to an economist because someone owns it as a business and runs it and hopes to make a profit on it?
